Issues: Government
City Government/County Government
The LWV of Salina supports:
- An open governmental system that is representative, accountable and responsive to all citizens;
- The commission-manager form of government for Salina;
- Measures to increase efficiency and flexibility of Saline County government;
- Inter-local cooperation and/or functional consolidation;
- A well managed, well maintained city with increased adherence to long range planning and adequate funding for capital projects;
- A diverse revenue base that is effectively and economically administered providing adequate revenue and is equitable.
City-County Consolidation
The LWV of Salina supports:
- Establishment of a joint commission/task force from the city and the county to:
- look at the consolidation issue,
- explore its advantages and disadvantages, and
- bring a recommendation before the citizens.
- A balance of representation on the commission/task force among all facets of the community, including but not limited to the following:
- Geography (city/county, urban/rural).
- Genders.
- Socio/economic levels.
- Public, private, and non-profit sectors.
- Races and ethnicities.
- Disabilities.
- Age groups.
- Completion of the work of the commission/task force within 12 months.
The LWV of Salina recommends that the commission/task force:
- Listen to all sides and foster respect among all participants.
- Gather input (information, opinions, recommendations) from all segments of the city-county community, by:
- Holding public meetings across the county.
- Surveying citizens using various formats, such as printed materials, electronic media and telephone.
- Gather input from outside the county related to consolidation.
- Examine the issues of consolidation, including but not limited to:
- The structure of a unified government.
- The role of elected officials in such a government.
- Land use and zoning rules.
- Property tax issues.
- Allocation of existing city and county debt.
- Inclusion of other local governmental units.
- Effects on employees and job classifications.
- Overall economic impact of consolidation.
Library
The LWV of Salina supports:
- A public library that actively strives to make library services and resources available to all the citizens of Salina;
- Development of programs within the library that stimulate, entertain, inform and encourage use of the library;
- Establishment of library hours that adequately meet the needs of children and adults in Salina;
- A library which is separately governed;
- A library support group;
- Development of greater public awareness of library services through an aggressive public relations program;
- Establishment of goals and objectives on which short and long range planning is based, services are anticipated and projected, resources are allocated, staff is organized and trained and budgetary needs projected;
- The concept that the library can be a living, growing and changing force in any community only when it studies and is responsive to the character and needs of the community it serves;
- Acquisition of sufficient funds to insure the implementation of the above.
USD #305
The LWV of Salina supports:
- Optimum use of facilities with consideration given to enrollment, class size, flexible boundaries, community use and transportation of students;
- Policies for planning of capital improvements, facility maintenance and school closure;
- A public school system dedicated to providing for each child a quality education which is adequately financed while recognizing that change in school funding methods will require more long range planning and greater fiscal accountability.
Human Sexuality and AIDS Education in Salina Public School District 305
The LWV of Salina supports:
- The Kansas mandate which requires that public schools provide a comprehensive education program in human sexuality, including information about sexually transmitted diseases, especially AIDS;
- Uniform standards for this program’s curriculum set by Salina School District 305 with timely updates;
- The requirement of special training leading to certification for those teaching human sexuality and AIDS education. This training will be provided by District 305;
- The “team teaching” concept applied and implemented in each school building to assure quality and continuity. Teams may consist of staff and /or community resources;
- The provision of age appropriate human sexuality and AIDS education for all students from grade K through grade 12;
- Communication with parents regarding the curriculum as it follows children from grade K through grade 12.
Child Care:
The LWV of Salina supports formal and informal cooperation between local governments, social service agencies, The Salina public school system, care providers and parents toward the timely development of options for the care of infants and children who can not be cared for in the home. These options should include but not limited to:
- Provision of care located on-site or near the work place, when possible, available 24 hours a day;
- Use of parental leave after the birth or adoption of a child;
- Creation of programs to educate parents, employers, care providers and the entire community about quality child care and ways to encourage its availability and affordability;
- Encouragement of industry/business to utilize existing tax credits to subsidize child care expenses for all employees;
- Parents paying a fee based on their ability to pay;
- Use of school facilities and the school system’s endorsement of accepted programs which are available in the community;
- Student/parent child care programs developed in cooperation with the public high schools;
- Support of the Child Care Information and Referral service in Salina.
Child in Need of Care
The LWV of Salina supports the development of these preventive services:
- Education of all children, especially K-12 in life skills (identifying and verbalizing feelings, etc.), family living skills, social skills, parenting skills, and independent living skills;
- The concept of local financing for the provision of identified services for children in need of care and their families;
- Exploration for the development of court appointed special advocates (CASA) for children in need of care in Saline County.
