League of Women Voters KSAL radio news (2/2/2006)CONSOLIDATION DISCUSSION CONTINUES![]() On Tuesday evening, another forum was held with city-county consolidation as the main topic. In response to interest in hearing from a county perspective, the Salina League of Women Voters hosted the forum featuring Randall Allen, Executive Director of the Kansas Association of Counties. From 7:00 to 8:30, the public was able to listen to Allen speak and then ask any questions about the topic. During Allen's comments, he focused on efficiency and effectiveness when it comes to government and how these should be the goals when considering changes such as consolidation. He said the functional consolidation of specific duties that are done gradually between the city and county can help build relationships that may lead to consolidation. Allen also went over the details of the current state bill that is in committee that concerns consolidation. He stressed that the Kansas Association of Counties has no specific stance on any specific consolidation, but feels those decisions should be made at a local level. Bill 379 attempts to take out some of the restrictions concerning consolidation so local governments have the power to make decisions concerning consolidation and will not be hampered by state law. Again, citizens that live in the county raised major concerns about consolidation. Land use is the primary issue that repeatedly is expressed as a fear among those outside the city. Although they will still be represented, some county residents feel that being in the minority, their voices may not be heard. Audience members also inquired about finding more information about consolidation in general and the result of it in other areas.
