Consolidation: We have a lot
to lose

Some 90 minutes of discussion about consolidation Thursday
evening in Salina explored the differences between city-county
consolidation in Wyandotte County and a failed attempt at
consolidation in Shawnee County.
But first, some numbers.
Former State Sen. Dave Kerr of Hutchinson, one of three panelists
invited by the Salina League of Women Voters to discuss
consolidation, tossed out several numbers he said illustrated the
need to reduce government in Kansas.
For one, he said, Kansas ranks 29th in the number of state
government employees per capita — but third in the number of local
government employees.
In total number of taxing units — counties, cities, townships,
and various other special units of government — Kansas ranks behind
only California, Illinois, Pennsylvania and Texas. For more on what Kansas governments could gain by
